City of Columbia introduces SHINE home improvement program, seeking contractors

COLUMBIA, SC (WOLO) — The Metropolis of Columbia’s Community Development Division is introducing a new property improvement method termed Glow, or One-loved ones Housing Advancements for Community Improvement.
